Kearney, from Norwich, Vt., broke downhill great Ingemar Stenmark’s record of 14 ? set in the giant slalom in 1978-80 ? last week in China and won again Saturday in Naeba. France’s Nicolas Sarkozy and Germany’s Angela Merkel have set out plans for a new European treaty that will mean stricter controls on each nation’s budget — and harsh punishments for those that don’t stick to them. By Reuters Updated 2:40p.m. ET PARIS — The leaders of France and Germany agreed a master plan on Monday for imposing budget discipline across the euro zone, saying the EU’s basic treaty will need to be changed in the search for a sweeping solution to its debt crisis. President Nicolas Sarkozy and Chancellor Angela Merkel said their proposal included automatic penalties for governments that fail to keep their deficits under control, and an early launch of a permanent bailout fund for euro states in distress. They said they wanted treaty change to be agreed in March and ratified after France wraps up presidential and legislative elections in June. “We need to go fast,” Sarkozy said. Italy, the biggest euro zone nation in trouble, offered a glimmer of hope that the bloc could halt a crisis that is threatening the survival of the common currency. Its borrowing costs tumbled after its new technocrat government announced an austerity programme. “What we want, with the (German) chancellor, is to tell the world that in Europe the rule is that we pay back our debts, reduce our deficits, restore growth,” Sarkozy told a joint news conference after about two hours of talks in Paris. India pushes refiners to cut Iran imports, despite sanctions scorn NEW DELHI (Reuters) – India, publicly disdainful of sanctions to pressure Iran, has been left off a list of nations given a U.S. waiver from the measures, but is privately pushing its refiners for substantial cuts in imports from the Middle Eastern country. The United States gave exemptions on Tuesday from its crippling financial sanctions to Japan and 10 EU nations it said had cut purchases of Iranian crude, but left Asian economic giants India and China exposed to the risk of such steps. However, the 15 percent cuts sources say India is privately demanding from state-run refiners could help it qualify for such an exemption. Reuters’ calculations show the overall cuts refiners are planning to make could be deeper at around 20 percent. “It’s a sensitive matter,” said a government official who declined to be identified because he was not authorized to speak to the media. “You won’t get to know. To keep it secret we are sharing information and minutes of the key meetings over the phone instead of exchanging or sending letters.” Written communication that was sent has been tightly guarded. “The letters were being sent like those in the British Raj,” another government official said. “Properly sealed with melted wax and in double envelopes as this is a very sensitive issue. “I pulled him into the kayak and he was really scared,” said Mr O’Connor. “He was shaking a lot. Had a bunch of wounds on his leg and was bleeding.” Mr O’Connor captured the rescue on a video camera that he uses to record his fishing adventures. Mr O’Connor took the dog ashore. His sister, who was on the beach with her family, identified the canine as a Vizsla and suggested the dog might have a microchip. The family then took the dog to a nearby vet. The dog did have a microchip, and the veterinarian’s office contacted Chen’s family ? and learned about the accident. It is not known how or why the dog ended up a mile from where the crash happened and in the water. Mr O’Connor said Barney is recovering, and said he is thankful that the dog is back with the Chen family. The driver has been charged with DUI (Driving under the Influence) manslaughter and was jailed without bail.
