RAMALLAH, West Bank ? Palestinian President Mahmoud Abbas says Israel has caused the failure of the latest round of low-level talks with the Palestinians by not presenting detailed proposals. The two sides have held Jordanian-mediated preliminary talks on borders and security for the past month at the urging of the Quartet of international Mideast mediators ? the U.S., the U.N., the EU and Russia. The Quartet hoped contacts would evolve into full negotiations. Abbas said in comments carried Sunday by the Palestinian news agency Wafa that “by not presenting a clear vision … Israel foiled the Quartet talks in (Jordan’s capital) Amman.” Israel says it wants to keep talking, and that it is serious about reaching a peace deal by the year’s end. Abbas is to decide this week whether to continue the talks. The 6-ton UARS satellite ? the biggest piece of space debris to fall from the sky since Sky Lab in 1979 ? fell back to Earth early Saturday morning. Debris is reported to have been found near Calgary, Canada. The wait is over. NASA’s bus-sized Upper Atmosphere Research Satellite (UARS) has fallen, becoming the largest runaway chunk of space junk to drop back down to Earth since two satellites, including the behemoth Sky Lab, punched the atmosphere in 1979. WASHINGTON ? Amid heightened tensions with Iran, an American aircraft carrier has sailed through the Strait of Hormuz into the Persian Gulf. The Navy says it’s a routine maneuver. Cmdr. Amy Derrick-Frost said the USS Abraham Lincoln entered the Gulf on Sunday without incident to conduct scheduled maritime security operations. Derrick-Frost is a spokeswoman for the Navy’s 5th Fleet, based in the Gulf state of Bahrain. U.S. warships frequently operate in the Gulf. But when the carrier USS John Stennis departed the Gulf in late December, Iranian officials warned the U.S. not to return. On Saturday, however, Iran indicated that it viewed U.S. naval operations in the Gulf as normal. Iran recently suggested it might use military force to close the Strait in retaliation for new international economic sanctions.
